The Committee on the Selection and Tenure of Magistrate Judges has forwarded to Chief Judge Lee F.
Satterfield the names of nine lawyers for his consideration in selecting nominees to the Board of Judges
to fill the magistrate judge vacancies in the Superior Court of the District of Columbia created by the
retirements of Magistrate Judges Diana Harris Epps, Karen A. Howze and Michael J. McCarthy. The
Committee gratefully acknowledges the assistance and contribution of the Magistrate Judge Advisory
Merit Selection Panel.

LaShanda Taylor Adams is an Associate Professor and Director, General Practice Clinic (formally, the
HIV/AIDS Legal Clinic) at the David A. Clarke School of Law, University of the District of Columbia. She
received a Bachelor of Arts degree in English, summa cum laude, from Spelman College and her law
degree from New York University School of Law. After law school she was a Skadden Fellow at the
Children’s Law Center in Washington, DC.

Rahkel Bouchet is a Principal in the Bouchet Law Firm. Areas of concentration: Alternative Dispute
Resolution, Civil, Criminal, Employment, Education and Family law. In addition, since June of 2013, Ms.
Bouchet serves as Supervising Attorney, Child Welfare Clinic at Howard University School of Law. Ms.
Bouchet graduated from Howard University with a Bachelor of Arts degree in Legal Communications and
received her law degree from Howard University School of Law. Upon graduation from law school Ms.
Bouchet was Principal and General Counsel of Two-Four Enterprises in Houston, Texas.

Kathleen Ann Carey is Chief Counsel, Torts, Washington Metropolitan Area Transit Authority (WMATA)
where she litigates cases from pretrial through post-trial motions and appeal, if necessary. She acts as
lead counsel to Rail and Bus Divisions as well as Third Party Liability Division within WMATA. Before
her position with WMATA, Ms. Carey was an Associate and Partner at Jordan & Keys from 1991 – 2006.
Ms. Carey received a Bachelor of Arts degree in Sociology from the University of Rhode Island and her
law degree from Antioch School of Law. Following law school she served as law clerk to the Honorable
Sylvia Bacon, Superior Court of the District of Columbia.

Diane Lepley is in the private practice of law and specializes with an emphasis on criminal and civil
litigation. Ms. Lepley has practiced extensively in the Superior Court and District Court in a wide variety
of cases. Ms. Lepley is the former Director and Vice President of the DC Association of Criminal
Defense Lawyers. She received a Bachelor of Arts degree in English/Speech from the University of
Illinois, Champaign, Illinois, a Masters in Speech Communications from West Virginia University,
Morgantown, West Virginia, and earned her law degree from George Washington University Law School.
Upon graduation from law school, Ms. Lepley clerked for the Honorable Tim Murphy.

Shana Frost Matini is a trial attorney with the Office of the Attorney General for the District of Columbia
where she defends a wide variety of claims against the District of Columbia in both the Superior Court of
the District of Columbia and the United States District Court for the District of Columbia. Ms. Matini is a
graduate of The George Washington University with a Bachelor of Arts degree in International Affairs.
She earned her law degree from the District of Columbia School of Law. After graduating from law 
school, magna cum laude, Ms. Frost Matini served as law clerk to the Honorable Richard A. Levie,
Superior Court of the District of Columbia.

Shelly Ava Mulkey is currently an Assistant Attorney General in the Child Support Services Division of
the Office of the Attorney General for the District of Columbia, where she represents the District of
Columbia in child support cases, as well as mentors new attorneys and staff. She participates on the
DC Superior Court Paternity & Support Subcommittee tasked with improving court function and creating
a centralized location to post and retrieve information about employment, education, and training
opportunities in the District. At the Law Offices of Alice Paré, Ms. Mulkey represented clients in civil
matters, including domestic relations and bankruptcy cases. She received a Bachelor of Arts degree in
Sociology from Tulane University and her law degree from the American University, Washington College
of Law. Following law school, Ms. Mulkey clerked for the Honorable Eric M. Johnson, Sixth Judicial
Circuit of Maryland.

Adav Noti is Acting Associate General Counsel at the Federal Election Commission in Washington,
DC, Complaint Examiner, District of Columbia Office of Police Complaints and an Adjunct Professor at
Georgetown University. He has spent his entire career as a government litigator and policymaker,
primarily litigating constitutional cases in the federal and district circuit courts. He also served as a
Special Assistant United States Attorney in the Superior Court of the District of Columbia in 2011 through
2012. Mr. Noti graduated from Georgetown University with a Master of Arts degree in Liberal Studies
and he received his law degree from New York University School of Law. After law school Mr. Noti
clerked for the Honorable Berle M. Schiller, United States District Judge in Philadelphia, PA.

T. Anthony Quinn is an Assistant United States Attorney in the District of Columbia prosecuting criminal
matters since 1997 and currently he practices in the Special Proceedings Division. Mr. Quinn graduated
from Amherst College and earned his law degree from Emory University School of Law. Upon
graduation from law school Mr. Quinn was an Associate Attorney with Jordan, Coyne, Savits & Lopata
where he litigated complex civil defense cases. From 1991 to 1997 he worked as a trial attorney with
the US Department of Justice, Environmental and Natural Resources Division, Environmental
Enforcement Section. Mr. Quinn has received many awards and special recognition for outstanding
achievements and service.

Sherry Moore Trafford is currently a staff attorney in the Mental Health Division of the Public Defender
Service for the District of Columbia, where she represents respondents in civil mental health commitment
cases and insanity acquittees seeking release from Saint Elizabeths Hospital. Ms. Trafford received a
Bachelor of Arts degree in Economics from Indiana University and her law degree from Yale Law School.
For several years after graduating from law school she served as law clerk to the late Honorable William
Bryant in the United States District Court for the District of Columbia.
