Biography: Former founding partner of the law firm McCarthy and Sullivan, Frederick J. Sullivan was born and raised in Massachusetts.  Mr. Sullivan graduated from St. John’s Preparatory School in 1962 and received his B.S. Degree in Accounting from Providence College, Providence, Rhode Island, in 1966.  Prior to studying law, Mr. Sullivan worked as an Auditor for the United States General Accounting Office (now Government Accountability Office) in Washington, DC 
 
Mr. Sullivan obtained his Juris Doctor in 1971 from Georgetown University Law Center.  Following law school, Mr. Sullivan served as a law clerk to the Honorable George H. Revercomb of the Superior Court of the District of Columbia.  In September 1972, Mr. Sullivan and now-Magistrate Judge Michael McCarthy formed the law firm of McCarthy & Sullivan to engage in the general practice of law.  His practice included both criminal and civil litigation in the District of Columbia Court of Appeals and the Superior Court, the State Courts of Maryland, and the Federal Courts of both the District of Columbia and Maryland.  Over the past several years, Mr. Sullivan’s practice has focused on appellate work.  Mr. Sullivan has argued numerous cases before the DC Court of Appeals, the United States Court of Appeals for the District of Columbia, the United States Court of Appeals for the Forth Circuit, and the Court of Appeals of Maryland. 
 
During his practice, Mr. Sullivan continued his education at Georgetown Law Center, earning a Master of Laws in Taxation in 1986.  Presently, Mr. Sullivan has advanced to candidacy level in his studies for a Master of Education degree from Bowie State University.  

For over 30 years, Mr. Sullivan has been a member of the District of Columbia, Maryland, and Massachusetts State Bars.  Mr. Sullivan is also a member of the United States Court of Appeals for the Armed Forces and the United States Tax Court.
