The Court of Appeals does not issue mandates in bar governance matters according to DC Court of Appeals Rule 41(g).

Parties in Court of Appeals cases may submit pleadings in person in the Public Office, by email to bargovernancefilings [at] dcappeals.gov, or through the electronic filling and service system.

To obtain a certified copy of a pleading filed in a bar governance matter, send a written request to bargovernancefilings [at] dcappeals.gov. The fee for a certified copy is $5 to affix the court seal, $2 for a copy of an opinion, and $0.50 per page of the document.

You may file a complaint against a member of the DC Bar with the Office of Disciplinary Counsel. Except for pleadings filed under seal or sealed by court order, all pleadings filed with the Court of Appeals are public record and available to the public.
